Some ringtones randomly not sync'd?

I have eight ringtones in iTunes. When I sync, only seven end up on my phone -- but not always the same seven.

If I delete the ringtones in iTunes, re-sync (all ringtones now gone), then re-add the ringtones in Itunes and re-sync, only seven of them will end up on my phone -- but not necessarily the same seven. I've tried this process about 10 times, and have never gotten all eight; there's always one (seemingly random) ringtone that gets left out.

There's tons of storage space left on the phone.
