I do not see this: Create Apple ID…" to create a new Apple ID using Safari.

All of a sudden I have a password for making changes to anything. I do not have a password for login and the only password I have ever come across was the one for downloading apps. Now I have a password to delete apps and anything else in the settings. I cannot change the password to use AppleID because I need to type the "old password" which I do not know. Is there any type of help out there for resetting a password I never set?
