How do I downgrade to iOS 8.2
My iPad was at iOS 8.1, I 'upgraded' but got 8.3. I want 8.2, how do I get iOS 8.2 on my device?

You cannot downgrade an iOS version, Apple does not support doing so and does not make the older version files available after release of the latest iOS.
Downgrading the iOS version is not supported by Apple (and only the current version of iOS is 'signed' by Apple for a device, the ability to update to 8.2 went soon after 8.3 came out).
How is one to support users that have 8.2? This is end-of-lifing an OS in a matter of months!
It's never been possible to update to older versions of iOS, only to the highest version that the device supports - the ability to update to 8.2 ended 2.5 months ago when 8.3 came out
can one develop with the 8.2 SDK & field to 8.3 devices? can one develop with the 8.3 SDK & field to 8.2 devices?
Since Apple does not support downgrading the iOS I suggest you start a new question that gives a good title to a specific problem. Then in the body of the thread describe the problem in detail, tell us what steps you have tried so far to correct the problem, what happened, and what error messages you received.
You will be better off asking that in the dev forums : https://devforums.apple.com/index.jspa
