I was about to upgrade my software from iOs 7.1.2 to the latest software but my software update says that your software is up to date when in fact it was only iOs 7.1.2. How can I upgrade it? Help me out please. Thank you.

The iPhone 4 can not be upgraded beyond 7.1.2.

It can be, your IP4 is running the newest software it is capable of.
Because it doesn't have the required hardware. There is no other way.
There's no other way. The iPhone 4 processor is not powerful enough to run iOS 8. As it is 4 generations out of date this isn't that surprising.
