1 &4 you can ask them here http://www.apple.com/feedback/watch.html (though doubt there are bands which cost more then 2 iphones the real cost of an iphone is the cost of an factory unlocked iphone, phones bought with a forced phone contract don't cost what one really end up paying it's just spred out.

2. Not sure what "standalone" means but watchOS 2 will have Watch specific apps.
3.The deals you referring to are for iPhones that are sold by cell providers. Since the Apple Watch at this time has no cellular radio and cell providers don't sell them there won't be any subsidized prices.
4. The link Stainless Steel bracelet is $495, is hand assembled, has a easy way of adding an releasing links and isn't even the price of one iPhone at retail price. Check to see what similar quality link bands cost for other watches.

iPhone 4S also has BLE (Bluetooth Low Energy).

If you want the watch to performa as a phone, you can ask Apple at the link below, but you're not likely to see it in version 2. Setting aside all other considerations, adding this stuff would substially reduce battery life
