In Apple Music settings, "iCloud Music Library Can't be Enabled" always pops up when I try to enable it. Why is this happening and how to enable?

I have an iPhone 6 IOS 8.4 and whenever I try to enable iCloud in the Apple Music settings it says" you can enable it later from Music in Settings. Until then, your music won't be available on your other devices."
