iCloud music library can't be enabled
Because of this error message I'm not able to create a playlist in apple music.
Just keep trying. It will work eventually. Took me about five attempts.

That look like a mobile device display which has nothing to do with running iTunes on a Mac (this forum).
I tried using my LTE connection that allowed me to get past this. Problem solved.
