Remove Exchange device id from iphone 5

I have several iphones I support here at my work.

I have users who have picked up used iPhones, those iPhones have an Exchange Device ID already associated with the phone.

I can not get Exchange to load on the phone,

HELP

Anyone know how to get rid of the Exchange Device ID?
