Volume Low/High issue on 5th Gen iPod Touch

When I'm playing a song on my 5th Gen iPod touch (64GB) and the volume is too low, if I hit the rewind arrow, making the song start over again, it magically turns up the volume considerably! Any ideas on how I can make that volume permanent or what's going on?

Does this occur with both speaker and headphones?

If only headphones:

- Try cleaning out/blowing out the headphone jack. Try inserting/removing the plug a dozen times or so.

- Try another set of headphones
