Since the upgrade of iPhotos ALL 9,000 + pictures that I had on my Mac are now in the cloud and on all devices. How do I keep only current pics in the cloud and on all mobile devices?

You can only sync the complete library with iCloud or no photos at all.
If you want to have only some of your photos in iCloud photo library then create a second Photos library - one with the photos to sync with iCloud, and one library with photos that you will only keep locally.
