Updated to iOS 8.4, can't add card to Apple Pay

Usually when a new iOS update comes out, I use iTunes on my Mac to restore my iPhone 6. I've never had problems adding my card to Apple Pay after a restore before, but the 8.4 update is now leaving me with this: "Could Not Add Card Try again later of contact your card issuer for more information."

I tried resetting network settings. I even erased all content and settings and did another restore of my backup. It still won't work. Are there any fixes outside of contacting Apple? Worst case scenario I just won't use Apple Pay. I don't live near an Apple Store. 😟

Anyone else having the same issue?
