I have iCloud Photo Library turned on and it says there are 200 photos to upload but nothing has happened all day. How do I get the upload to start?

iPad 2, iOS 8.3

try resetting your network connection and do a restart first to see if that resolves it Restart your iPhone, iPad, or iPod touch - Apple Support
