Yes, I am having this problem as well. In addition, sound is not playing through the built-in speakers after the 8.4 upgrade via apps (Yes, restarted the phone, checked the volume, and alert sounds DO work).
I have a iPhone 6 plus.
Problem solved:
A key data point that I missed was that I did there the air upgrade, which after the upgrade is when I saw the failure.
The solution was to download the 8.4 GM bits then use iTunes to upgrade the phone. Phone returned and overhearing problem (and random turn ons) were solved.
