Q: iCloud storage fees

Can I manage iCloud storage fees by later removing items (photos/videos) and then pay a lower monthly fee?

iMac (21.5-inch Mid 2011), OS X Yosemite (10.10.3)

Thanks, and as I understand you (and Apple), after lowering my storage need and "renting" less per month, would Apple automatically lower the charge, or would I need to take some type of initiative to make that happen?
