Keyboard shortcuts

IiPad Air iOS 8.3 How are Keyboard Shortcuts turned on/off. I have 15 shortcuts listed. Sometimes they work but most of the time they don't work. I have closed all open applications and powered off the iPad, left it off for 10 minutes, and then restarted the iPad to no avail. I Would appreciate any suggestions.

Are you using Predictive text? If you are using it, when you start to type the shorcut, do you see it in the predictive text bar above the keyboard? Do you tap the space bar after entering the shortcut?
