I am Italian using the Italian iTunes Store, my wife is Canadian using the Canadian iTunes Stor, can we set up anyway a Family Sharing?

Not whilst you are living in different countries - if both of you are in Italy or Canada then the one with the wrong billing address/country on their account has to put their true address on it, you have to be in a country to use its store (that is part of the store's terms, Apple could permanently disable the account if they detect it).
