Q: i shattered my iphone and didn't have it backed up how can i retrieve files

Mac OS XIf you have ever synced it to iTunes on your computer you can connect again and back it up. If you synced your contacts to iCloud you can recover them from icloud.com. Otherwise, there is no way to recover your contacts (or anything else on the phone)

I had numbers on there for upcoming work and such and my deceased families numbers (I know they aren't usable but I still need them on there)... I can't even get Itunes to redownload on my computer.. but anywho, I tried to do it with Icloud and it wouldn't work.. said it couldn't find the files..

It's for situations like this that the iPhone can do daily automatic backups to iCloud or iTunes. If you didn't take advantage of this capability there is no way to recover the iPhone's contents. See: About backups in iCloud and iTunes - Apple Support

I just lost so much of my life on this one phone. is there anyway that I could take it to a phone repair shop and they could fix the screen then get into it ?

If you take it to an Apple store they can replace the screen. SOMETIMES they can do it without losing data. Make an appointment before going to avoid a long wait.
