iMessage says "You cannot sign in to iMessage on this Mac at this time."

I am running OS X 10.9 on a MacBook Pro, 17 inch, Mid-2010 and whenever I try to log in to iMessage, it says "You cannot sign in to iMessage on this Mac at this time". I am wondering what I can do to fix this problem. I've tried creating another Apple ID and adding a credit card to my account with no success.

MacBook Pro, OS X Mavericks (10.9)
