Can two users use the same iTunes account with different iCloud accounts on family sharing?

Yes, the sign in for iTunes and Apps and for iCloud are separate, without family sharing, so you can share your iTunes account while having separate iCloud accounts without family sharing. The idea of family sharing is to be able to have separate iTunes accounts as well but share purchases. Hope that helps
