Q: SIM Not Valid - iphone 5s

Mum gave me her iphone 5s locked to Bell Canada. We requested unlock and Bell confirm unlocked via email with EMEI for reference. Phone says "SIM Not Valid". Connected to iTunes, but iTunes too says "SIM Not Valid". Very frustrating - how to proceed?

Did you follow the directions included in the unlock e-mail rot complete the unlock?

This typically involves restoring the iPhone as new.
