Photos stuck loading on ipad

My photos from iCloud on my iPad are stuck in a loading mode. They have uploaded on my iPhone. There's plenty of room on the iCloud, and devices. I have found no solutions. Anyone else having this problem? And is there any fixes. It worked fine, until I upgraded to OS 8.3. I was hoping there would be a fix in OS 8.4...nope!😟
