I downloaded the new photos program and I hate it. Can a person go back to iPhoto?

Of course. iPhoto is still on your Mac. If you don't have version 9.6.1, update to it from the "Purchased" section in the Mac App Store.

Launch it - the iPhoto library is still there - when you launch it you will have to approve opening it in iPhoto the first time
