Screen sensitivity issue

Every so often the sensitivity of my screen will go wonky. I'll try to scroll through Facebook or another social media app, and the screen starts bouncing. I'll try to tap something at the top of the screen and it'll hit buttons at the bottom of the screen instead. It causes the screen to become unresponsive, and prevents me from being able to access my phone. Is anyone else having an issue like this?
