How do I enable my Iphone 4s when it has been disabled. I have tried to reset the phone via Itune, Icloud and manual but nothing seems to be working. Please help

You are going to have to provide specific information about what is happening when you attempt to enable it for each of the ways you have indicated you have tried. Not sure what you mean by "reset"?

Activation Locked?
Restrictions Locked?
