Ragarding iCloud Library !

I'm using latest version of iTunes available for desktop and devices iphone 6 and an iPad Mini

actually I live in India !

so the problem is like I love explicit songs but those explicit songs are not available in INDIA !

so, I download those songs in my desktop and transfer to my iPhone but now I can't even transfer th explicit songs I have in my desktop !!

please fix this !!!
