Usually means that :
1. You are signing in to incorrect account
2. You are typing incorrect password
3. Your phone is not online.
Pick one that you like. Good luck.
It looks as though several of us have this question. I even went to the iCloud.com to make sure that my account, password, et al were correct.

SInce i am entering the password and user name,i can login to i cloud, verification completed but i am getting another error message saying that 'CANNOT CONECT TO ICLOUD' please help me to resolve this pbm
Several of you had that problem because apple had icloud downtime in hours of you typing and a bit earlier.

However OP 's problem is to my believe happened before outage. That is why perhaps he is still having problem, while yours is fixed.
It a problem at Apple. We are having a device id validation problem over LTE networks, mostly AT&T
