Unable to restore iPhone through iTunes 12.2

I tried to restore iPhone through iTunes, but I'm getting error message "Find My iPhone must be turned off". The problem is that I cannot turn Find My iPhone off in iCloud settings on the device, because Wi-Fi is not working. Now I cannot restore iPhone.


How do I force iPhone restore and make iTunes ignore "Find My iPhone" settings?

Clearly somebody, who designed or wrote code for backup/restore, didn't really think it through. You cannot block restore, because of some settings, that could be broken (that's why I need restore feature, to fix things).
