iCloud photo stream not saving to Windows 7

Hello, I'd like troubleshooting steps to determine why Photo Stream is not backing up my photos to Windows 7. I see them in iCloud, I have "Photos" checked and the file folder selected in the iCloud for PC seetings. But nothing has downloaded in weeks. No other error messages.
