I upgraded from iOS 8.3 to 8.4, and now Personal Hotspot doesn't work anymore. It is enabled and should de discoverable over WIFI, but no device, including my MBA can find it. Over bluetooth it works, but the network speed is almost zero, whilst 4G on my phone is very fast.
Any ideas on how to resolve this?

Same for me. Iphone 6 ios 8.4. Usb bluetooth and wifi hotspot dont work. My macbook does not connect. And it is running the latest installment of yosemite
Same, can't connect my ipad to my iphone 6, both after update 8.4 and I need it for work! Any solution yet? Next update Apple will wait until I will run it.
My personal hotspot is no longer working either.
FIrst the GPS issue now this. Did Apple test 8.4 before rolling it out??
My Mac (OS X 10.10.4) connects fine to my WiFi hotspot (iOS 8.4, iPhone 6) just as it did with previous versions of both iOS and OS X.
Mine is discoverable but fails to connect . Both iPad and iPhone are iOS 8.4
What appears to work for me in reboot the phone - but it needs to be done every time I want to connect to the personal hotspot.
Indeed, another fail out of Cupertino. I'm told 8.4 was extensively tested, so this shouldn't be happening.

Not that I am aware Kyle. Issue persists for me, and I haven't heard or seen a thing from Apple.
I am having the same issue as well. I even reinstalled Yosemite on my Macbook 2015 retina from scratch.
Rebooted the phone, can always see the personal hotspot but when it tries to connect it fails.
It was working fine prior to the 8.4 update.
After 8.4 update I've now hit this exact same problem. First my macbook pro couldn't connect to my iphone. My Ipad was still working but after couple days it no longer connects. All devices running latest ios. My friend was also trying to connect using he's macbook pro running 10.10.4 and was unable to join my hotspot anymore.
What still works is if I connect my macbook using cable to my iPhone, but it's irritating to use the cable.
I Can now confirm that it does not appear to be working in the Beta of iOS 9. I had hopes it might correct the issue but I guess not.
What is worse, with the macbook 2015 retina, the battery life is not that long, connecting the iphone will drain the macbook battery even faster!
I had the same problem with my macbook pro (Retina, late 2012, 10.10.4) and with my iPhone 5s (8.4). Did kinda everything I could to fix it but then I installed beta version of 10.11 el Capitan public beta to my macbook and after the installation connection works perfectly again. Beta installation may always ruin something but for me it looks to work perfectly...
