“Your Purchase Could Not Be Completed. For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/.”How can I correct this without having to contact iTunes support over and over again ?

How can I correct this on my own without having to contact iTunes support over and over again every time I want to make an in app purchase? Yes, iTunes support did "fix" the problem but a day later, same problem occurs.

iPad Air, iOS 8.4
