check box for music with explicit content greyed out

Hi,

I am using iTunes 12.2, when I go to preferences, I am unable to uncheck the restriction for music with explicit content.

I checked on my iPhone as well, the same doesn't work.

Is this something specific to my location? <India>, or is there some other setting that I am not aware of?
