Apple Music Playlist not syncing from desktop or laptop computers

So here is what I have come up with. If I create a playlist on my Mac (laptop or desktop) it will not sync to the devices or other macs. If I create a playlist on the devices it syncs to the other devices and computers without trouble. Am I doing something wrong? I have checked to make sure that the computers are syncing to iCloud in the preferences and they are. Am I doing something wrong or is this a major bug?
