iCloud Songs Skip/Don't Download

I'm running Windows 8.1 with iTunes 12.2, but this issue existed before this version also.

Okay, so the issue is this. I use iTunes Match and all of my music is in the cloud. When I click to play a song in iTunes, it works most of the time, but some songs it just skips over completely. I download them by pressing the little cloud download button, and it says it's downloaded but nothing is there.

Now on my iPhone and Macbook, I don't have this issue. I know the songs work and do actually exist in the cloud and aren't corrupted, because both my iPhone and Mac can easily stream these songs AND download them. But not my PC!

Any ideas of what to do??
