Is iCloud working?

I was trying to set up a credit card for Apple Pay on my Apple Watch, and after entering my password, my phone claimed that my password was wrong. I went to applied.apple.com to make sure that the password I was entering into my phone was correct, and it was. I went into iCloud setting on my phone, and I got a message saying "Verification Failed: There was an error connecting to iCloud." Is this a problem with my phone or iCloud?
