when i try to download an app and press "Get" then "Install" , it doesn't do anything and goes back to "Get"

I have tried before to Refresh the account , but when I signed out , I wasn't able to sign in again (( After writing the ID and the Password the "sign in" word turns gray while loading but nothing happens and the "sign in" word turns blue again as if nothing happened ))
