on my iphone 4 i cant see the new terms and conditions. how can i agree to them to reinstall some of my apps?

I was going to re-download some of my editing apps and it said the terms and conditions have changed. when i clicked ok to accept the terms all i got was a white page. how do i fix this?

iPhone 4, iOS 7.1.2

Thanks for using Apple Support Communities.

If all you're seeing in the App Store is a white screen where the terms and conditions should be, then please quit the App Store, and restart your iPhone.

iOS: Force an app to close

Turn your iOS device off and on (restart) and reset
