i want to reset my iCloud storage but i am not able to do it

i want to reset my iCloud storage but i am not able to do it.

Apparently the issue I'm having is somewhat...unique. Essentially, I want to delete some "documents and data" for apps from iCloud, but it isn't showing up under settings/icloud/storage and backup/manage storage as it normally would. This means it is "stuck" in iCloud and I cannot figure out how to delete it. Deleting and reinstalling an app doesn't delete the data. Turning off documents and data entirely on all my devices would fix the problem to a certain extent, but then I couldn't use iCloud for app data at all which is not what I want to do.
