Open Accessibility preferences. Click on Voiceover in the list. Uncheck the box. Alternatively, toggle it off using COMMAND-F5.

If you have not made any changes in preferences yet, then you will find that you need to scroll UP on the scroll wheel to scroll down, and scroll DOWN to scroll up. You may need to get a driver to use, so I suggest you try SteerMouse 4.2.3. If you want scrolling to be what you are used to, then open Mouse preferences in System Preferences and uncheck the first option.
