My iPhone 4s won't allow me to update it to iOS 8.4 OTA or via iTunes on windows... I've tried everything but nothing works, I've tried backing up and restoring but nothing came of it... Help please

Is your iTunes on Windows up to date? Have you updated to iTunes 12.2 (released June 30)?
Try that first. That is most likely to succeed. There are also various reasons your OTA update may have failed, but rather than list them, use iTunes.
