Is iPhone 4s Models are entitled for iOS 9 Update ? If Yes when can we expect this Updates to happen.

According to Apple it will be compatible with the 4s (see near the end of the following link) and will be available this Fall. http://www.apple.com/ios/ios9-preview/?cid=wwa-us-kwg-features-com
