If you mean remove something from an iWorks app with iCloud enabled, and not have it deleted from iCloud, you can't.

In practice, though, your ipad will delete the file itself if it's not accessed for a time, leaving just a thumbnail. This appears to be the way iOS photos works. That way, you can have virtually unlimited storage on your device but have access to all your files on iCloud.
