Is there any way to let a family member pay for their own purchases?

Lets say for example, one of my family members has their own credit card, and we want them to start paying for their own content, is this possible or are all family members forced to use the organizer's CC?

As far as I know the only way apple allows to bypass that if family member buys an itunes gift card and places on the account it will be charged first.
