Has anyone had icare-alert.com take over safari? What is it?

I was searching safari for information about the women's world cup and was taken to a page that gave me an alert about my iOS crashing and a number to call to "protect my data." The website was icare-alert.com. I couldn't close the page because of the alert. I finally went into settings and had safari clear my history and website data. That took care of the webpage, but what was that? Is the data on my phone at risk?
