icloud iphone 4s

i purchased iphone in japan from a guy who disabled his find my iphone and removed icloud i give my icloud account on the the device 4s but when i restored the device on itunes itunes told me to disable find my iphone i disabled it continued when i restored it there was icloud lock of the person from whom i purchased the device 4s i don`t understand i can`t contact him anymore please help me i am new to apple devices please help me
