Can't pay with Venezuela debit card but the payment process is open. Can't use my USD card to pay the debt because my location is Venezuela. Can't change the location because the payment isn't complete.

I live in Venezuela and my debit card had access to USD but not anymore.

In this process, there was a payment in iTunes that couldn't be completed.

iTunes won't let me do anything until I pay, it doesn't let me pay with my US card because it's not accepted in Venezuela and when I try to change my location it says I can't until I pay the debt.
