app updates not downloading

App updates not downloading. Anyone having similar issues? And I haven't even updated to the new IOS.

iPhone 5, iOS 8.3

If you're on ATT and trying to download updates by cellular, then yes, many people are having that issue. And Siri won't work, or Apple maps.

called att and they said they aren't showing any network issues and that it must be an Apple issue, but seems like that is not the only issue going on
