Wifi gone, can't update to ios 8.4

All of a sudden I went over my data.....why you may ask? Because my wifi kicked the bucket. It will not allow me to turn wifi on, nor does it find any networks. I also cannot click the install button for ios 8.4, Why is this happening? I think I need to do a factor restart because I have tried everything. HELP!!
