iCloud Music Library

I have being trying to activate iCloud Music Library on both my iPhone 6+ am my iPad Air.

After two days of constantly trying I and still coming up with iCloud Music Library can't be enabled.

I have tried all the suggestions on various web site but still no success.

Any suggestions
