You do not have to use the fingerprint, but you are saying that you cannot get it to reset, or you cannot type in a passcode or get the screen to react? If you plug into the computer, it should not prompt you for the passcode unless you have never connected to the computer in the past. You should be able to restore the device to your last backup from iTunes.

It can be reset without putting in the password, until you attempt to use it, depending on the version. If you have an iPhone 5s or later and have Touch ID enabled, you have to enter the passcode before you can continue. You can try the steps in this support document about the touchscreen. If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch - Apple Support The last step is to contact Apple Support, or make an appointment at the Genius Bar of the nearest Apple Store for service.
