Ipad usage settings shows a video as being downloaded but it's not.

So trying to free up space on my iPad mini I found that the biggest culprit was my Videos app. This surprised me as I have no videos downloaded. When I went to the usage settings for my videos it does list one of my movies in there. However when you go to the videos app, it shows that movie as still in the cloud, as are the rest. What gives???
